Firstly open the settings of your antivirus, and go to blocked / quarantined threats section, find the Rockstar Games Launcher, and unblock it.
Further now, Let us talk about Windows Defender.
Firstly Go to your settings in windows, and click on the option as show in the image

Secondly, open Update and Security, and now click on Windows Security Open Windows Security

Now restart your PC, launch the Rockstar Games Launcher
Sign in with your account and the issue will no longer be there for you.
